ELAZIG - A new Quran school was due to be opened by Ihya-Der Association in Palu in Elazig but the council set an obstacle to the building.

The new Ihya-Der Association representatives applied for plan permission to use the land donated as their office and open a Quran school. However, the Palu Council rejected the application subject to arbitrary treatment.  

Kenan Ocak, the authorised body of Palu Ihya-Der Association, remarked that regardless of applying for plan permission several times they were still rejected subject to arbitrary treatment.

The donated land zoning consists of a basement, two floors and 5 metres from each side of the main road with 3 metres each from the side of the building said Ocak. He also remarked that they applied to the council for plan permission 14 times to open a Quran School and they faced different excuses each time.  

Regardless of the positive feedback from engineers the council set an obstacle to open a Quran School

We handed in the zoning plan from the engineers to the mayor that suggests we can build a building on the land, said Ocak. Adding that, “During Ramadan we made our representative Sami Yilmaz meet with the mayor and the mayor said ‘A building cannot be built on the proposed land.’ Our representative made it clear that “We were going to build the building based on the circumstances set out in the zoning plan and there are no legal bounds that obstacle this. If we cannot use this land we will buy another land to build this school.”

Ocak says the mayor had been delaying the works by giving the excuse, “We are waiting for the consent letter that is required and also want to find out more about the state of the land.”

Ocak continued to say, “On the 27th of July our association representative Sami Yilmaz went to the council to inform that if there are no improvements on the zoning works, we will begin the construction after sending a written application. When he first went in the morning the mayor was not there. Second time he went the mayor did not take him in. He sent a message through his secretary to come in the afternoon. When he went in the afternoon the mayor once again refused to see him and referred him to the responsible zoning staff Burcu through his secretary. However, Burcu stated that, “A plan permission will not be granted until the zoning works of the road passing by the land are complete.”

Our representative Sami Yilmaz asked, “We have been going and coming for the past two months for this land and they have not mentioned anything about the zoning works so why are we getting a response like this now?” Burcu responded, “I do not have any information about that, I am following the instructions I have been given.”

Ocak also states that the mayor had been treating them without any rules of courtesy. He says, “We went 14 times. Although there are no barriers for the permission they have not given us it by using many excuses every time we went.

“We will seek judicial action”

Finally, we signed a petition and handed it to the council said Ocak. Adding that in case of a negative response we will seek judicial action otherwise we will find another place to open a Quran School for the public.

Mayor of Palu Sait Dagoglu had negative attitude towards associations in his previous presidential period said Ocak. “The mayor also wanted to obstacle our event we organised for Palestine during his previous presidential period. He sent police forces to remove our help tents. We are unsure about the reasons to his negative attitude towards us.

We help hundreds of people in need and take care of orphans. This obstacle reflects negatively on us and we believe its done for bad intentions as we are only teaching the Quran and our prophets life to children.”

Council authorities stated that at first permission was given to begin construction works on the land however this was paused at the stage of the implementing zoning ordinance.

Authorities have noted that works of implementing zoning is on going and no work is to be carried out on the land until this process is complete. (ILKHA)
